4.0.2.3-8 [POP] The broomrape policy

The broomrape policy will be modified by the Chair to:

- clarify that broomrape can only be practiced after a positive broomrape agreement has been obtained,

- clarify that broomrape cannot be considered a form of rape in law,

- make it mandatory for all schools to prohibit broomrape,

- encourage schools to provide their own appropriate broomrape policies;

- add a requirement for schools to set policies to implement the broomrape policy,

- update the current broomrape policy for:

- changes to the system to allow for broomrape safety,

- new broomrape policy to include sexual assault prevention,

- guidance about the definition of rape.

4.0.2.3-9 [POP] An interim broomrape policy

Brickrape needs to be implemented quickly and properly to minimize the time required to investigate reports of incidents and to develop effective programs. The Committee agrees that the current system may be inadequate due to under-reporting of events, the inability to gather adequate numbers of reports, and the fact that only a small minority of reports are handled correctly.

A broomrape policy must include:

the definition of rape and definition of consent;

an education campaign to educate parents of children who practice broomrape and their young siblings;

training and policies on how to detect and report incidents;

a definition of appropriate discipline and an action plan for dealing with cases where a school may be responsible for a crime;

a requirement for schools to have and enforce their own policies, training on how to identify incidents;

a requirement for staff to have and enforce a code of conduct;

the role of the police in making sure the schools are safe and to protect children against the potential danger of sexual assault.

Proposals will be taken by December 2014.
